Our procurement services

Pre-qualified supplier marketplaces for specific resilience and security needs. Each one gives buyers a single route to vetted capability, and gives capable suppliers a structured route to market.

Further services and frameworks will follow where there is a clear need that existing routes to market do not meet well.

The Wargaming Procurement Service

Wargaming for resilience (also called scenario planning) is increasingly popular in both the public and private sectors, and outside the traditional defence-related organisations.

Testing processes, systems and people in a safe environment before an emergency is common sense, so why don't more organisations do it. Often it's because they don't know where to start.

We provide a managed marketplace of vetted specialists in wargaming, scenario-based exercising, red-teaming, simulation, facilitation and analysis. Public and private sector organisations commission once; RSF assembles the team from an approved supplier list and coordinates delivery.

If you want to commission an exercise or join the supplier list, the Wargaming page explains how.

Martyn's Law Procurement Service

Martyn's Law is the name given to the Terrorism (Protection of Premises) Act 2025. It is named after Martyn Hett, one of the 22 people killed in the Manchester Arena attack in 2017. It places new legal responsibilities on the people responsible for premises and events that the public can access such as entertainment venues, sports grounds, hospitals, places of worship, schools and universities, local authorities, hotels, transport hubs and temporary events.

Many organisations covered by the Act have never had to buy counter-terrorism advice or services, and the market for them is uneven.

The Martyn's Law Procurement Service creates a pre-qualified list of suppliers who can carry out vulnerability assessments, write and test public protection procedures, train staff, and specify and install physical measures. Suppliers will be vetted for competence, financial standing and integrity before they are listed.
