Resilience and Security Frameworks
Martyn's Law Procurement Service
One route to pre-qualified counter-terrorism and public protection suppliers. For the venues, events and organisations that must comply with the Terrorism (Protection of Premises) Act 2025, and want to get it right the first time.
The Martyn's Law Procurement Service is a managed marketplace of vetted specialists in vulnerability assessment, public protection procedures, staff training and physical security measures. RSF assembles the right team from an approved supplier list. You commission once; we coordinate delivery.
For customer - Procure goods or services
Tell us what you are responsible for, from a single community hall to a multi-site estate. We match you to approved suppliers and take the procurement friction out of the middle.
Join the approved supplier list
A structured route to market for security consultancies, assessors, trainers, installers and individual specialists. No joining fee during the launch phase.
Why this service exists
Most organisations covered by Martyn's Law have never bought counter-terrorism advice.
Martyn's Law places legal duties on whoever is responsible for premises and events the public can access: entertainment venues, sports grounds, hospitals, places of worship, schools and universities, hotels, shopping centres, transport hubs and temporary events.
The regulator is the Security Industry Authority, and the Act is expected to come into force in spring 2027. Many of the people now responsible have no security background, no procurement team and no way to tell a credible supplier from an opportunist. The market has filled up fast and quality is uneven. The Framework fixes that.
A simple route to trusted suppliers
Every supplier on the list has been through onboarding checks. You search by capability, view profiles, and see accreditation and assurance status before you commit.
Fast commissioning
Direct award for smaller or urgent requirements. Mini-competition for multi-site estates or larger programmes. A single contracting party either way.
Assurance built in
Financial viability, sanctions screening, insurance, relevant SIA licensing and professional accreditation are checked at onboarding and reviewed periodically. They are core features of the service, not optional extras.
Proportionate to your tier
Standard tier premises (200 to 799 people) need public protection procedures that are reasonably practicable. Enhanced tier premises and events (800 or more) need measures too, and must document them. We match the supplier to the duty, so a village hall is not sold a stadium's security plan.
Built for public sector controls
Designed with government procurement in mind, so local authorities, NHS trusts, schools and universities can use it with confidence. Private venues and event organisers get the same assurance.
Compliance that holds up
A vulnerability assessment and a written procedure are the start, not the end. Suppliers on the Framework can train staff, test procedures and review them when the premises or the threat changes, which is what the regulator will want to see.
What you can commission
From first assessment to ongoing compliance
Lot 1: Access
Scope and tier confirmation, vulnerability and risk assessment, the reasonably-practicable test, and help with notifying the regulator.
Lot 3: Train & Test
Staff training and awareness, tabletop and live testing of procedures, and periodic review when the premises, the event or the threat changes.
Lot 5: Operate
SIA-licensed security staff and stewards for enhanced tier premises and qualifying events where required: access and bag screening, patrols, CCTV monitoring, crowd and queue management, response to incidents.
Lot 2: Write & Document
The four public protection procedures (evacuation, invacuation, lockdown, communication), event security plans, and the public protection document and senior-individual arrangements that enhanced tier premises must hold.
Lot 4: Specify and install
Physical and technical measures for enhanced tier premises: CCTV, access control, screening, alarms, hostile vehicle mitigation. Specification, supply, installation and commissioning.
How it works
Five service categories, searchable by premises type, tier and skill. Suppliers register under one or more lots. Customers can assemble a bespoke team, or pick from packaged assessments with set prices.
1. Tell us what you are responsible for
The premises or event, roughly how many people it holds, and what you already have in place. A short paragraph is enough to get us started.
3. Team assembled and awarded
Direct award or mini-competition from the approved list. Contracts issued and signed.
2. We shape the requirement
RSF works with you to confirm your tier, define what needs assessing, writing, installing or training, and identifies the capability the team will need.
4. Delivered and evaluated
The work is done, the procedures and evidence are handed over in a form the regulator can read, and lessons feed back into your plans. Supplier performance feeds back into the service.
Who should join
One supplier list, no tiers. You register under the lots you can deliver, from a single venue to a national estate. Sole traders are welcome where they meet the checks for their lot. Suppliers able to lead a multi-lot programme can say so on their profile.
Lot 1: Assessors
Security consultancies and independent assessors with recognised counter-terrorism training: former CTSAs, NaCTSO-aligned qualifications, RSES members. We check professional indemnity insurance and relevant qualifications.
Lot 3: Trainers and exercisers
Training providers and facilitators who can teach staff the procedures and test them in tabletop or live exercises. We check trainer qualifications and delivery track record.
Lot 5: Operators
Security companies providing SIA-licensed staff and stewards for enhanced tier premises and qualifying events. We check SIA Approved Contractor Scheme membership, SIA licences and insurance. Event-only providers are welcome.
Lot 2: Procedure and plan writers
Consultancies and specialists who write public protection procedures, event security plans and public protection documents. Usually the same firms as Lot 1; register under both if you do both.
Lot 4: Specifiers and installers
Security system designers and installers for CCTV, access control, screening, alarms and hostile vehicle mitigation. We check NSI or SSAIB approval, public liability insurance and relevant product certifications.
All lots: financial standing, sanctions screening and integrity checks at onboarding, reviewed periodically. No joining fee during the launch phase.
Profile filters buyers will see: lots covered · scale (single venue, regional, national) · sector experience (places of worship, schools, heritage, festivals, healthcare, transport) · lead-supplier capability.
