The capability exists. It is spread across large integrators, boutique specialists, university groups, start-ups building simulation tools, and individuals with rare knowledge. No single procurement route reaches all of them, and a serious exercise usually needs several at once. The Framework fixes that.

Financial viability, sanctions screening, security clearances and cyber certification are checked at onboarding and reviewed periodically. They are core features of the Framework, not optional extras.

Suppliers register under one or more categories. Customers can assemble a bespoke team, or pick from packaged exercises with set prices.

Direct award or mini-competition from the approved list. RSF is the single contracting party.
2. We shape the exercise
RSF works with you to define scope, format and outcomes, and identifies the capability the team will need.
4. Delivered and evaluated
The exercise runs, findings are reported, and lessons feed back into your plans. Supplier performance feeds back into the Framework.
Supplier Tiers
Four tiers, one supplier list. Suppliers can register under more than one tier or category where appropriate. Prime integrators can lead programmes and draw on the tiers below them.
Prime integrators
Larger organisations able to deliver end-to-end exercises, lead full programmes and assemble teams from the other tiers.
Niche and emerging providers
Smaller firms and start-ups with novel modelling tools, cultural or linguistic insight, emerging-technology simulation or sector-specific expertise.
Specialist capability providers
Deep expertise in defined domains: cyber threat emulation, intelligence analysis, behavioural science, crisis communications, logistics modelling, infrastructure resilience, legal and constitutional stress testing, red-team operations, AI-enabled simulation.
